Should Algonquin College buy carbon offsets?

Carbon offsetting involves buying emissions reductions from somewhere else to reduce emissions from your operations. As a scenario, Algonquin College might buy offsets from a program to install wind turbines in Africa to offset greenhouse gas emissions that result from electricity consumption at the college. Some people, including the columnist George Monbiot, argue that carbon offsets are an excuse for business as usual. What do you think?

I agree with George, buying offsets is last thing to consider. If you have implemented m>allEnergy saving measures, reduced incoming consumable and recyled ect. everything that you could do locally, then might be the time to consider buying offsets.
